New to Hunger Games, couldn’t the tributes have just said “no”?

I know some of the Career tributes wanted to be in the Hunger Games, but for the rest, couldn’t they just have opted out of doing it? Also if the answer is they couldn’t, why couldn’t they have given the Capitol a fake name to be put in the lottery bucket so that they were guaranteed to never be called?

It’s a decent point, however I have known several people who have lived through fascism and been able to opt out of certain oppressions.

To be fair, Woodbine Chance tried to run away, which is more than just saying no.

And depending on the weather, I think it can vary a bit.

In Haymitch's time? The peacekeepers will beat the tribute, take him or her to the stage, where they'll be beaten again by the escort. And then thrown handcuffed onto the train.

In Katniss's time, and specifically in District 12? Effie will laugh and say, "Oh, don't be so shy!" while the underpaid and bored peacekeepers will push them onto the stage and onto the train.

We don't have a full idea of what happens in the Career districts where Katniss only mentions that volunteering needs a process because of the Careers.

Judging by Katniss' district: They pull a name, and most likely it's not someone who trained as a Career, but then a Career volunteers. It would look awfully suspicious if every year the name that is pulled is a name that got training for the role.

There may be more than one person trained as a Career for each year, which is why the process might be complicated in those districts, there might be more than one volunteer and they have to decide which one gets to go. In that sense, if there are multiple people who trained and are expected to volunteer, one of the trainees might decide it's not worth it and not volunteer. Hell, even if there's only one trainee per year, unless your name comes out of that ball you're not forced to participate.

That said, there are probably massive consequences to being trained to go into the Arena and then not volunteering. That's what happens in dystopian societies. It could be you're shipped off to be a peacekeeper for a few decades. Could be worse. We don't know, we never see that aspect. But I wouldn't expect zero consequences for a Career trainee who decided not to go, I'd actually expect those consequences to be severe.
