What's going on with everyone destroying their towns' water towers with sledge hammers?

newsweek.com/news/local-water-towers-destroyed/321389841032

I saw like 7 Instagram posts this morning of protesters viciously knocking down water towers with sledge hammers in their towns as a "form of protest". What are they protesting? Doesn't this just hurt everyone in the town.

Even searching on Newsweek's site nothing turns up. Either an article was mistakenly released or OP might be mistaken?
