I used to knock on neighbors doors and ask if I could cut their lawn or shovel their snow. Ask afterwards if they had any more work.

Not sure where you live but I was allowed a work permit at 14. Had a job ever since. Look into work permits in your area. Yes, you may have to ride the bus or something but it's really not that bad.
