To be fair to his point, he probably thought he said that just to get under Jesse's skin, but I am on your side that he did let her die

I actually agree. I think originally he sort of froze, probably seeing both opportunity and tragedy, but freezing caused her to die. He seemed to feel for Jane’s father, and reflected on his kids and his role as a father. I’ve always thought as you mentioned that he said it with inflection to hurt Jesse and the reality was that he could have saved her but didn’t instead of that he just purposefully watched her die. My comment was more in direct contrast to OP feeling that what you said was a hot take.

I'm pretty sure the crying was more either because he has a child and he wouldn't want that to happen to his kids (the episode was named Phoenix because of the death of Jane and the birth if his daughter) or because this was kind of early on in his killing spree so it would be pretty uncomfortable to watch.
